For #5, does this new validation only apply to CreateDrugMedicationRequest messages? For instance, will this also apply if there is a CreatePrescriptionMedication within a CreateDrugMedication element? Is it okay to include the DrugMedicationIdentifier if a CreatePrescriptionMedication is sent without a create drug element?
